The Personal Data Research Center

The Personal Data Research Center is the academic branch of the Data Protection Institute (DPI Group Israel). As part of its activities in this field, the Center will operate on the following levels:

  • Conducting independent research in the field of personal information, focusing on advanced aspects of the matter, especially the question of whether and how personal information should be used for machine learning within the framework of advanced artificial intelligence (AI) developments.
  • Publication of academic articles by researchers who will work within the Center’s scope, which will focus on various aspects of personal information, which are the result of studies carried out by mentioned researchers.
  • Publication of position papers and articles regarding ongoing personal information matters, domestically and globally.
  • Writing and publishing professional position papers on the topic of personal information. Writing documents and position papers regarding legislative proceedings in the Knesset, promoting bills to be drafted by the Center's researchers, and drafting responses to pivotal issues on the agenda in the field of personal information.
  • Participation in selected meetings of Knesset committees where issues related to personal information, legislative changes and related issues will be discussed.
  • Cooperation with associations and research foundations for the purpose of awarding scholarships to students engaged in advanced research of personal information, to encourage academic research and development of the subject. The scholarships will be awarded to graduate students in their master's thesis and to doctoral students in their doctoral theses, for whom the subject of personal information is a central topic of their work

The Center's academic activities are intended, inter alia, to deepen and sharpen DPI Group's professional activity in providing the services it provides to its clients, while constantly striving for professionalism and innovation in the field. The academic activity is led by the company's founder, Dr. Dan Hay, whose doctoral dissertation deals with the field. The work was published in December 2023 under the title: "Personal Information as Property". In addition, Adv. Idan Zur, who completed his master's thesis at Reichman University, focusing on artificial intelligence, under the title: "A New Ownership Hierarchy for AI Creations", will assist in the field.

Dr. Dan Hay

Founder

Dr. Dan Hay is one of Israel’s most prominent and leading attorneys in the field of privacy, cyber, and data protection and was among the pioneers in this field. 

Dan was the founder and served for 20 years as the head of the Privacy Protection Committee at the Israeli Bar Association (2005 – 2024), a member of the Englard’s committee for examining issues related to the publication of identifying data in court rulings and decisions (2011-2023). Dan is the author of four legal books in the field of privacy, has been lecturing for several years at Reichman University, Coleman’s Management College, and Natanya’s College, and is a guest lecturer at various forums.

Dan holds a PhD from Reichman University (2023), making him the second ever from this University. His PhD work – “Personal data as property” – dealt with the intersection between the right to privacy and the field of intellectual property; Dan also holds a Bachelor’s degree (LL.B) from Tel Aviv University and a Master’s degree (M.A) in law, Technology and Business Innovation with honors from Reichman University.

Dan is the founder and head of Dan Hay & Co Law Firm, a boutique Law Firm of 21 attorneys, founded in 1991, the leader in Israel in the fields of technology, privacy, cyber, and communications. Consistently ranked Tier 1 in both Dun’s 100 and BDI rankings. The firm advises variety of entities, including on international law, particularly regarding the General Data Protection Regulation (GDPR).

Daniel is an experienced lawyer specializing in privacy, cyber, and data protection, with expertise in commercial law.

He is a partner and head of the Hi-Tech department at Dan Hay & Co. Law Firm – one of the leading law firms in Israel in this field.

Daniel holds a bachelor’s degree in law (LL.B) with honors from the Hebrew University, and a Master of Business Administration (MBA) with distinction from Tel Aviv University.

Daniel serves as the Activity Counsel of the company.

Sapir Gueta

Activity Manager

Sapir is an experienced lawyer specializing in privacy, cyber, and data protection, with expertise in commercial law.

She holds a bachelor’s degree in law (LL.B) and Government, Diplomacy, and Strategy (B.A), with honors, from Reichman University.

Sapir serves as the Activity Manager and privacy officer of the company.
